Delegation of the ICRC in Japan is looking for talented Humanitarian Affairs Adviser. This position helps to design ICRC’s diplomatic and resource mobilization strategies and shape ICRC’s engagement with a broad range of stakeholders who can have a positive influence on humanitarian, policy or IHL issues and can facilitate and/or or support ICRC’s work in Japan.

概要/Overview The Humanitarian Affairs Adviser is responsible to ensure that the ICRC can benefit from the diplomatic and financial support of the Government of Japan and other decision-makers, and that it remains connected to Japan’s large diplomatic network. S/he helps the delegation shape the debate on key humanitarian issues and reinforce ICRC’s positioning as a leading international humanitarian actor in Japan.
職務/Responsibilities 1 General
• Maintains regular contacts with relevant interlocutors in ministries, the JSDF, the Diet, local authorities, JICA, academic and policy institutions and the broader humanitarian sector and helps develop ICRC network of supporters.
• Prepares and delivers presentations to external audiences and represents the ICRC in official meetings, conferences, seminars and high-level events.
• Leads and coordinates the organization of events linked to the delegation’s policy, prevention and humanitarian diplomacy objectives, and supports visits by ICRC high-level representatives.
• As the principal researcher and analyst on humanitarian, political, security and diplomatic developments in Japan, monitors trends, policy debates and institutional developments relevant to the ICRC humanitarian priorities and identifies opportunities for strategic engagement and influence.
• Contributes to the definition and implementation of the delegation’s prevention, humanitarian diplomacy and resource mobilization objectives, including context analysis, identification of goals and strategic objectives, development of strategies and action plans, and preparation and management of related budgets.
• Supervises the internship programme linked to policy and humanitarian diplomacy activities, including providing guidance, mentoring and performance appraisals to interns.
• Coordinates closely with the Head of Delegation (HoD) and colleagues in the Communication, Cooperation and Armed Forces (FAS) departments to ensure coherent implementation of prevention objectives and maximize the impact of activities.
• Participates actively in the delegation’s analysis, strategic planning and decision-making processes.
• Contributes to internal and institutional reporting processes, including Planning for Results (PfRs), Monitoring for Results (MfRs), briefing notes, and other reporting requirements.
• Contributes to resource mobilization efforts and to cooperation with Resource Mobilization Unit (REM), including coordinating and responding to requests from the MOFA related to ICRC funding proposals.
• May be required to perform tasks not specifically covered in this job description and to support other departments, as necessary.

2 Humanitarian Diplomacy
• Listens to and understands the key perspectives, priorities and policy objectives of the Government of Japan, prefectures and municipalities, humanitarian and civil society organizations, think tanks, and other relevant stakeholders.
• Advises the delegation on national and regional developments and analyzes their implications for humanitarian action and the ICRC’s objectives.
• Supports the design and implementation of the ICRC’s humanitarian diplomacy and policy objectives, while contributing to regional and global diplomacy and policy initiatives, as required.
• Develops, strengthens and maintains a robust network of stakeholders relevant to the delegation’s objectives, and engages proactively with them in coordination with the HoD.
• Interfaces pro-actively with the policy and humanitarian diplomacy teams in Asia, Geneva, Addis Ababa, Jakarta, and New York, and identifies opportunities and synergies to strengthen policy engagement and humanitarian diplomacy efforts.
• Represents the ICRC independently in key fora and effectively communicates complex humanitarian and IHL-related issues to diverse audiences.
• Ensures the proper management of all information related to prevention and humanitarian diplomacy activities, including accurate and timely institutional reporting.
• Supports the HoD in building and maintaining relationships with key interlocutors, including the JSDF, local authorities, think tanks, ministries and other strategic partners.
• Contributes to the delegation’s contingency planning and preparedness efforts.

3 Relationship with MoD and JSDF
• Supports the Delegate to Armed Forces based in Tokyo (FAS TOK Delegate) in developing and maintaining a strong network within the MoD/JSDF.
• Contributes to the ICRC’s engagement with the MoD/JSDF on matters of mutual interest.
• Supports efforts to strengthen dialogue with the MoD/JSDF on operational and humanitarian issues relevant to the ICRC’s mandate.
• Monitors key developments, trends and perspectives within the security and military sectors, and proactively shares relevant analysis and information.

4 Resource Mobilization (REM)
• Supports the design and implementation of engagement strategies with relevant Japanese actors in support of the institution’s REM objectives in Japan.
• Maintains close coordination with the Asia-Pacific & NAME Resource Mobilization Unit in Geneva to manage relations with the Humanitarian Assistance and Emergency Relief Division at the MOFA and responds in a timely manner to requests related to ICRC funding proposals.
• Maintains and strengthens strategic relations with MOFA’s Humanitarian Assistance and Emergency Relief Division and other divisions as well as JICA in order to support sustainable and effective funding outcomes.
• Monitors and analyzes Japan’s key policy priorities, humanitarian interests and funding mechanisms, including emergency grant aid, initial/supplementary budgets and other relevant funding opportunities.
• Develops, maintains and expands a network of key influencers and decision-makers relevant to humanitarian financing and donor relations, while strengthening the ICRC’s visibility and positioning among them.
• Identifies and explores, in close coordination with REM, new partnerships and funding opportunities with MOFA, JICA and other relevant institutions.
• Coordinates Japanese-language reporting and ensures the timely submission of documentation related to MOFA’s annual evaluation of international organizations.

5 Financial Management
• Accountable for all the activities under their responsibility, from planning to implementation, including financial follow-up.
• Manages the budget and is responsible for the budget lines under their responsibility within the prevention budget.
• Ensures that all expenses under the prevention department are aligned with the PfR objective and are closely monitored in coordination with relevant colleagues.
• Approves all ROs related to their prevention activities.
• Prepares financial and analytical reports, as required, and submits them to the Administrator in a timely manner.

6 Institutional Trainings
• Briefs new and visiting colleagues on the delegation’s prevention activities and humanitarian diplomacy objectives.
• Participates in regular Humanitarian Affairs Adviser and Resource Mobilization meetings, workshops, seminars and other institutional training activities in Geneva and across the region.

7 Interpretation and translation
• Provides accurate interpretation for the FAS Delegate and visitors to delegation, as required, in a variety of professional settings.
• Translates documents and correspondence from English to Japanese and vice versa, as required.
応募要件/Requirement&Experience • University degree in a relevant subject (e.g. international relations, social and/or political sciences).
• Doctorate/Master's degree or specialization in a related subject/policy issue a must.

• Typically 10-12 years of overall professional experience.
• At least 8 years of experience in humanitarian action or political affairs.
• People management experience is considered an asset.
• Prior ICRC field experience and/or experience working with a ministry or similar institution is highly desirable. Field experience in a humanitarian setting is a strong asset.
• Proven ability to build networks and influence stakeholders.
• Strategic understanding of national, regional, and global dynamics, and their interaction with humanitarian affairs.
• Strong knowledge of multilateral organizations, forums, agencies, and platforms.
