The ICRC opened an office in Tokyo in February 2009. The ICRC in Japan engages with ministries, academic institutions and other key influential actors to enhance knowledge and respect for International humanitarian law (IHL) and address humanitarian concerns. To this end, and to contribute in positioning the Movement in the humanitarian field, it also works with the Japanese Red Cross Society (JRCS). Particularly in light of Japan’s status and influence at the regional and international level, the ICRC considers Japan a strategic partner in championing support for IHL and principled humanitarian action.

概要/Overview PURPOSE
• Legal adviser acts as a focal point at the delegation on IHL and/or international legal matters and conducts related legal work to help position the ICRC delegation in Japan as a reference organization on IHL.
• S/he initiates, formulates and implements strategies to promote IHL, to influence stakeholders in favour of the ICRC’s legal and policy positions and to address identified issues and delegation objectives in the legal domain.
• S/he supervises and guides research on and analysis of specific legal matters and broader sectors of the national legal system.
• S/he leads in defining the delegation’s messages and content-generation planning on IHL-related issues in order to enhance and manage the delegation’s profile through public channels.
• S/he coordinates and manages IHL-related events and provides support to related delegation’s events and activities.

RELATIONSHIPS
• Internally, interacts/cooperates with different departments within the delegation, with the Regional Legal Adviser and, as relevant, with technical reference persons at headquarters.
• Externally, interacts with partners and contacts dealing with relevant legal, policy and thematic issues and with academic circles and think tanks, as relevant.

GENERAL DUTIES
• Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
• Understands and adheres to the ICRC Code of Conduct (CoC), CoC compliance operational guidelines and CoC policies.
• Understands the roles of the components of the International Red Cross and Red Crescent Movement.
• Respects and observes staff regulations and security rules at all times.
• Represents the ICRC in a professional manner at all times.
• Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
• Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.

職務/Responsibilities ACCOUNTABILITIES AND RESPONSIBILITIES
• Initiates, formulates and implements strategies to address identified issues and meet the delegation’s objectives in the legal domain, taking also into account ICRC’s broader institutional strategies, policies and doctrines.
• Analyses the situation, advises and provides guidance on the applicable national and international legal frameworks and norms in relation to delegation activities, objectives, strategies and plans of action to address identified legal and other related issues.
• Performs independent research on and analysis of specific legal issues, as well as broader sectors of the national legal system.
• Drafts legal notes/analyses and contributes with legal aspects to working papers, summary reports, ‘non-papers’, etc. related to delegation activities and objectives.
• Initiates and manages IHL dissemination activities mainly directed at specialized audiences and supports the implementation of strategies, programmes and action plans related to IHL treaty participation, the development of relevant domestic legal and policy frameworks and mechanisms for their implementation.
• Provides legal advice and technical assistance to national authorities and delegation staff.
• Monitors developments in the national implementation of IHL and relevant international human rights law (IHRL) norms.
• Maintains and develops relations with academic circles, influential players and a network of partners and contacts linked to legal questions and policy, and supports the teaching of IHL, as well as IHL promotion and implementation.
• Prepares minutes of meetings for internal and external use, as well as internal reports of IHL-related updates and activities of interest to the delegation.
• Represents the ICRC in external fora and events and contributes to positioning it as a reference on IHL and its implementation.
• Contributes to the planning, preparation and execution of programmes for internal and external guests of the delegation which are relevant to IHL promotion and implementation.
• Interacts with government authorities, legislators, and the judiciary, provides legal advice and technical assistance to national authorities for the adoption of legal and administrative IHL implementation measures and related policies.
• Creates and maintains networks of legal experts for events with the internal and external capacities of the delegation and the institution. Facilitates and coordinates IHL-related events, i.e. IHL Moot & Roleplay Competitions and activities, and works in close coordination with internal stakeholders and other team members on shaping the design and content of the events. Develops and ensures compliance with the delegation’s budget envelope, while seeking to optimize the cost/effectiveness of events and activities.
• Assesses the quality of services of external suppliers including translation services, as relevant.
• Coordinates and supervises external consultancies on legal issues.
• Adapts, as relevant and pertinent, texts in English/Japanese on IHL-related issues (press releases, key reports, policy and position papers, web articles, IHL related documents/ articles, texts for local publication, presentations for press conferences, etc.) in coordination with HoCOM. Prepares IHL related materials that are of interest to interlocutors (e.g. the Diet members) in Japanese.
• Supports as relevant the implementation of other prevention or protection related objectives of the delegation.
• Reviews the effectiveness and impact of ICRC messaging related to IHL issues.

ADDITIONAL DUTIES
• Follows up on all work-related messages and correspondence with the relevant contacts and departments.
• Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
• Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
• Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
• Takes responsibility for its own professional learning and development.

応募要件/Requirement&Experience • University degree in law
• Master’s degree or specialization in public international law, including IHL and IHRL
• Excellent written and oral communication skills in Japanese and English, especially in legal matters
• Admitted to the bar or PhD is an advantage
• Working experience in government or the judicial sector an advantage
• Experience in the planning and organization of high-level conferences and meetings.
• Ability to manage multiple projects, with competing priorities, efficiently and effectively Previous experience in the ICRC is an advantage
• Teaching/dissemination experience, including at academic level
• Connections to government, academic circles and other actors of influence
• Computer proficiency
